I just got this response from Nokia about their loaner program:

That's too bad, but I might go ahead and play using my Americaness and have my brother ship it over to me (his house is my U.S. address).

By the way, that's a 24 hour turn around on a question to an email I found at the bottom of random page in Nokia's website. Nice. Good job. That's a good sign.
